Everyone likes you, Libra rising, and that is the problem

Here is what the charm conceals. Behind a Libra rising there is often a person who genuinely does not know what she thinks, because she has spent so long calculating what would keep the peace that her own opinion never got a chance to form.

How rare is a Libra rising?
Because it is a sign of long ascension in the northern hemisphere, it spends longer crossing the horizon than the fast signs do. That makes it one of the MORE common risings if you were born north of the equator, not one of the rare ones. Most sites get this backwards. Rising signs are not evenly distributed, and where you were born changes the odds.
What does a Libra rising look like?
Traditionally, symmetry, often dimples, and a face people find easy before they know why. I would hold this loosely. The ascendant shapes the impression more than the features, and plenty of people carry a Libra rising without matching a single line of that.
Who is Libra rising attracted to?
Usually people who know what they want, which saves you from having to decide. Aries and fire, which is the classic pull. But your ascendant governs how you meet people, not who you end up loving. For that, look at your Venus and at your seventh house, which for you is Aries.
